1978: Rehab Act Amended
  • RCD:  Bob Kopp from Wilkes-Barre Scranton
  • Concern:  will there be enough interpreters for his clients’ needs?
  • A Public Service Announcement (PSA) was done to seek out available “signers.”

October 1981. . .
  • Ruth Saunders, past president of GPRID (Pitt) and member of OVR’s state advisory board, offered some assistance


  • Meeting was held as a follow-up to the PSA and list of “signers” was developed

At the same time. . .
  • November of the same year (1981) a meeting was held in Philadelphia (Elwyn Nevil Symposium) where RID’s Exec Director was a guest speaker.


  • Purpose of the meeting?
  • To establish a state-wide interpreter network group.

1982
  • Mt Aloyisius Junior College established an ITP.
  • Gary Mowl was hired as first director.
  • Gary began dialogue with Ruth and was instrumental in establishing training in PA for interpreters.
  • He later moved to Bloomsburg to run the new ITP there.

1982 continued. . .
  • April:  Ruth was a guest speaker in the north east with 10 interested interpreters there (Pomeroy’s)
  • Purpose of meeting was to promote RID and to work toward establishment of a chapter in the NE similar to that of the two GPRIDs
  • Sam Slike from B.U. was there along with a few people from “Central Pennsylvania RID”
  • GPRID (Pitt) pledges $25 to help with postage etc

Ruth’s presentation included the following:
  • Importance of inclusion of Deaf community !
  • Scranton/Wilkes-Barre area has many positive forces:
  • i.e.  SSSD, IU interest, sizeable deaf population, ‘first’ interpreter referral system, positive relationship with VR and SSSD, and “. . . recognized the need for positive attitudes.”

January 1984
  • A meeting of “CPRID”  and chaired by Vance Coover, was held at Lawton Elementary School with Lonnie Madden and RJ Scarcella as speakers
  • They discussed the benefits of RID and the importance of a state-wide organization to promote the profession and better serve the Deaf community

  • Organized largely by Lori Hutchison, a local certified interpreter and RCD with OVR.

  • Held at Penn State Univ and chaired by Debra Flick-Miller (GPRID – Philly President)

What’s our name?
  • Ruth Saunders suggested having name, “PA RID Network Task Force” before the convention.


  • Ruth Ludovico moved to accept and Sandy C. Duncan seconded!


  • PARID was conceived! J

The hidden danger of volunteerism

  • Lori Hutchison reluctantly accepted the appointment of chairperson for the upcoming convention.  There were offers of support from the two GPRIDs and geographical regions were delineated –now known as our 8 districts.

Where should we have our first convention?

  • Chairperson Hutchison sent letters to the three ITPs asking for bids to host a first state-wide convention of interpreters

Motion Passed:
  • That a committee be formed for the purpose of writing a constitution and bylaws of a Pennsylvania State Organization of Interpreters that will be open to a vote by the individuals at a Constitutional Convention to be called by said committee.

Bylaws work . . .
  • Volunteers were assigned a section of bylaws on which to work
  • They met occasionally in various places in the state
  • PSAD offered space at their convention in Pittsburgh in August of 1985 for the bylaws committee to meet

  • ’94 PARID attempts to define QUALIFIED interpreter

  • Lori Hutchison is appointed as PARID’s first CMP coordinator
  • ’94 joint task force (PSAD and PARID) established to work on legislation

  • ’96 PARID treasury = $9,804.55 following convention in Harrisburg (whew!)
  • Region I conference in Pgh loses $ but they do an awesome job of recovering!

  • May ’97 Gov. Ridge announces his Disability Agenda (the beginnings of the current Management Directive and Act 57)
  • The Stakeholders recommend the following to be included in the new interpreter legislation:
  • 1.  4 yr degree
  • 2.  national certification
  • 3. ASL proficiency evaluation and
  • 4. spoken English assessment

  • PARID has been active in outreach attempts to educational interpreters, rural interpreters, and has developed a working relationship with PSAD; Our voice is now heard in Harrisburg AND at the national RID level; we have a fantastic newsletter (worthy of the darn Silver Scribe Award); an active board and we now have qualifications for working interpreters in the Commonwealth!
